Commissioned by the Move On project in Hull.  Move On is part of a national project aimed at adults who need to brush-up their skills in order to gain the National Certificate in Literacy and Numeracy.  This report evaluates the effectiveness of incentives in encouraging people to enrol on the programme in Hull.  It also looks at the reasons why people joined the Move On scheme and their opinions of those classes.
